Willard’s, seen here during the Civil War, was comprised of five stories of well furnished rooms with elegant public spaces on the street level. Horse-drawn carriages are parked along Fourteenth Street and Pennsylvania Avenue, and people on the street pause to honor the photographer’s probable one-minute exposure.
